Had unprotected sex about a month and a half ago. A few days ago my balls were itching so I scratched them and looked down and found these bumps. Is this herpes?? Or some other disease?

I think they may be molluscum contagiosum, a viral STD (Google it). Not serious, quite common and relatively easy to treat. I suggest you go to see your doctor or attend your local STD clinic for screening and treatment. Once the diagnosis is confirmed, please also alert the person you had sex with to get tested.
To avoid spreading this viral skin infection, stop scratching them and use clippers (not a shaver) to trim the pubic hair.
