about a week ago, i started to notice this sore on my penis and then after week, these bumps came. I'm so worried. 
this unfortunately does look like herpes. the bumps look like blister clusters next to the open sore & they most likely will break open. Get to your doctor soon to be put on treatment for it. Your outbreaks can be managed.
that does in fact look like herpes blisters.
please go see your doctor asap. you will want to get started on acylovir asap and see if they can give you gabapentin (not sure if spelling is correct) for the pain.
i would suggest seeing your doctor. as it does look like it could be herpes .
