It looks like ingrown hairs to me. Herpes blisters typically appear in cluster formations, not as spread out bumps like that. Your hair is also clearly growing back from some kind of removal so to me that is also an indication of ingrown hairs rather than herpes. If you’re truly concerned though you could always go get them swabbed and tested.
