Is this herpes or folliculitis

i shaved about 3 weeks ago with some old clippers and dont know if this is a outbreak or ingrown hairs help

looks very dry and I don’t see any blister or ulceration. do you have any pain or itching? maybe soak in a hot bath to alleviate the hair follicles and see how everything progresses

it itches here in there but no pain the hair is growing back could they be ingrown ?

it looks like folliculitis. just looks like hair growing back but its irritated
