Got two herpes tests done, one two days after exposure and the other five days after — both negative. Doctor said results are accurate by word of lab technician. However, I have an ulcer/cut in the same area on the penis shaft as the last “outbreak.” Pic attached at bottom.
Is it herpes?

So about almost three weeks ago I had a scare that involved a girl I had unprotected sex with freaking out on me to get tested. Naturally I went and got tested two days after the exposure using an IGG herpeselect blood test from Urgent Care. At the time I had two small bumps forming an inch away from each other. These would eventually grow in size, and pop only because I popped them. But after that they would sometimes weep on their own. Afterwards, I noticed a small elevated bump on the right side of my penis shaft that I popped. This slightly wept clear fluid but soon scabbed over.
Eventually I got the results back for my first blood test and it came back negative for both types. However, I was skeptical of this as my symptoms had worsened. I went back to get a full panel test 5 days after using the same blood test for herpes. This came back negative again, but I asked the doctor in my most recent visit (yesterday) about the accuracy of the test so close to exposure. She said that she had spoken with the blood work technician who stated that she generally has accurate results on the blood test 5-7 days after exposure.
Can I trust that?
When I went back, my concern was new bumps forming near the previous site of infection. However, I recently shaved and the doctor diagnosed this as folliculitis and prescribed me medicine. That, I can now believe. However, I had ANOTHER small raised bump appear on the side of my penis shaft which I popped to reveal very small amounts of clear fluid and an ulcer that would scab over. She said that this “cut” could be caused by frequent friction from masturbation, and I’ll admit I masturbate a LOT.
Can this be a sign of herpes since it has happened again in the same area? I will attach a picture:
