Is this HSV or HPV I'm confused about

Hello, I am 16 years old I suffer from some pimples in the penis and do not disappear and I had no sexual contact except foreplay and masturbation and I am afraid that warts or herpes please please, help me in any way I feel frustrated by just looking at it and not increasing its size and not visiting the doctor but its shape does not Looks like a wart. I never know why I convince myself, as I have seen the same situation in many forums and all the answers are similar because they are not warts. I am not suffering from any other symptoms other than the protrusions, and due to the suspicion, I tried a special cream of similar methyl consisting of salicylic acid, so no reaction occurred and I did not feel any reaction nor did I feel any pain in these protrusions. I am not an expert at all so do not take my word for it but it looks to be normal. I do not believe you have warts or herpes as you have not been sexually active. Make sure you moisturize!

J, as the other responder is getting at, what you have is completely normal. Photo 1 clearly shows that you have Pearly Penile Papules (PPP) on the head of your penis, these are natural and completely harmless.
If you do a search for PPP you may ONLY see pictures of them on the corona / rim of the head / glans of the penis, it is completely normal to have them actually on the the main part of the glans / head of penis too.
DO NOT apply the cream you have been using again, ever! If you want nice healthy penile skin for the rest of your life do NOT even apply soap or shower gel directly to your penis - wash with warm, never hot water, best time to clean is when you shower, simply rub with the inside of your hand and fingertips to clean. Try to have your own towels that ONLY you use to dry your groin and genital area - you should not use shared towels for this.
PLEASE NOTE: you may have many other spots and even larger PPP develop until you are aged 32 or so, as this is the age when spots that are naturally present on the penis stop developing.
You need to clue yourself up as to what is natural and what is not - this is because, when you become sexually active. particularly id you do not use a condom each time you may get other things like look spots too, only, these ones would be STD related …
