I am guessing you are below 36 years of age - and what you see in the photo is simply natural development to your penis. Some of what you have are Fordyce Spots, and this is most likely what all of the bumps actually are - do a search for more detail.
Unfortunately, there are a few conditions that can cause bumps like this - so you need to check them every week or so for further developments.
