At 14 YOA do not worry too much about what your penis currently looks like - it is very likely that what does not seem right at the moment will resolve itself in the next few years.
What you have is a very typical description of what you have - if you reach 18 or 19 or so and you don’t seem to be able to expose the entire head of your penis then you may need to consider doing something about it then.
Leave it for now, simply see what happens …
