I'm not sure what you posted, but I don't see anything.
at the tip of penis there is skin so I am worried it doesn't have like bell
I don't have bell at tip of my penis it is having skin
The tip of your penis should be covered in skin, particularly when you are not errect. Normally when you are erect the skin will retract behind the tip or glans (the bell shaped tip you refer to). Some males have been circumcumcised which removes the sensitive skin covering the glans and so the "bell" shape is exposed all the time, perhaps this is what you've seen? If the skin is covering the tip when you are erect that is not really a problem unless it is bothering you in some way. If you can't pull the skin back to expose the tip then you may be diagnosed with phimosis. If so there are ways to treat phimosis without surgery by using gentle stretching and sometimes steroid creams.
You maybe are un-circumcised?...which is fine. Being un-circumcised myself, I can tell you that from a photo.
