It’s possible that it’s herpes from the looks of it, and you mentioning it hurting when peeing or touching them. It also may not be. But the only way to be sure is to go get a swab test from a doctor, and I’d say it looks concerning enough to get it tested.
better pictures are required, the lighting inst good on these, its hard to diagnose anything from this just looks like a rash,.

for anyone wondering…it’s a yeast infection. since it wasn’t treated automatically, the infection got bad a created blisters from the humidity
