For some time the head of my penis is itchy and either dry or there appears something like a white phlegm on it, sometimes covering most of the surface. I also noticed some red bumps.
Also, my gf has discharge that appear to be way stickier then what's usual, easily staining clothes etc.
I did a screening and it was negative for chlamydia, gonorrhea HIV syphilis and hepatitis.
Any ideas what it is would be greatly appreciated ! Thank you

looks like a fungal infection, get some cream from over the counter, have your gf put some on too and while it gets treated maybe dont have sex. as it would help fight the fungal faster..
As the other responders suggest, it is likely you do have a fungal / yeast based infection.
However, it is my fear that you also have something else going on. This could be due to long-term exposure to yeast / fungal irritation, or you may have something that has developed into a chronic situation or even a specific skin condition.
The over the counter treatment is Clotrimazole of which the common brand is canesten. I would suggest you get some and follow the instructions carefully for genital conditions - until you get this sorted you either need to use condoms or abstain from penetrative vaginal sex.
For more longer term, if this does not clear up go to a GUM Clinic at your local General Hospital if you are in the UK and specify what is happening for your GF, or go to any Sexual Health Walk-in center.
