i should note that these do tend to vary in color and size during the like after my run it was smaller and less red

So, lets try to make some logical sense of what has gone on here: you say that after scratching your balls that when you look you see red raw skin - this in itself would suggest something that has contacted the skin of the area has caused a severe dermatological reaction. It is unlikely that there is a link between this and the sex itself. Something that the your skin was in contact with at the time, maybe.
So in terms of when you say: " jock itch and some ingrown hair " this is the other "rash " and I would guess this is referring to what is seen in the photograph?
Essentially, you have something that has caused irritation to skin in 2 locations on your genitals - are the 2 linked, or have separate causes is the unknown?
With what is shown in the photo I am wondering whether the condom you used was a brand and type that you have used before? Also, did you have unprotected oral?
You also mention about jock itch, this is generally linked to general hygiene and genital hygiene in particular. Most often these are dealt with by regular showers, following which, ensure you dry the skin of your entire groin region, and in particular, the tip and foreskin of your penis with a clean dry towel that only you use. After that, clean clothing, particularly underclothing such as briefs, shorts or whatever you wear, if you do gym workouts or work up a sweat during other sports activities then you need fresh shorts each time.
