You have a mild form of circinate balanitis. There is a good description of it on Wikipedia, so I suggest you read it.
It is often (but not always) associated with reactive arthritis, which is a form of arthritis affecting the large joints of the lower limb (knees, ankles) in association with chlamydia, a sexually transmitted infection. So it’s a good idea to get a full screen for STDs, including chlamydia.
Occasionally, circinate balanitis just appears in isolation and no cause can be found.
Treatment is usually with Daktacort- what your doctor prescribed; and this usually does the trick. But get screened for STDs; that’s important.
