The picture you have posted is obviously not how your penis actually looks, even though you think it is similar, there could be differences in what you have.
So what you have could be a normal variation in how your penis has developed (actually, what you see on the outside is termed the Meatus and the urethra is the tube carrying fluids released at the Meatus).
However, if you penis has only recently developed the lip - this could well be due to a sexual infection and it would be best for you to get this checked by a Doctor or by going to a Sexual Health Center …
