i started noticing it since I was around 13 or 14. I have no sexual experience during that time. im 25 now but I still have this, no changes at all. it is not irritating and only noticeable when looked closely.

You have nothing to worry about! These are Fordyce spots, which are collections of sebaceous (grease) glands under your skin. Good resource for more information can be found on DermnetNZ. No treatment necessary and can be safely ignored.
