I have noticed a bunch of lumps on my penis/groin. They have been there for about two years now. They will not always be in the same spots and are more noticeable a couple days after shaving but are always there. I have seen 2 different urgent care providers that “don’t think its warts” but I am still not convinced. I have also gotten tested and have no STD’s or herpes. But I am concerned it may be HPV. I looked at Molluscum a bunch and it just doesn’t really look like that much to me and I don’t notice any dimples. Please help!!

Firstly, I am not a professional but they seem as warts to me. no need to be worried, you need to get an appointment from expert dermatologist to see whether they are warts or not.
secondly, please stop shaving to reduce spreading in the future. Wish you best ^^
