Lumpy line growth on penis glans

There's a line growing on my penis glans as shown in the pictures. I have phimosis (mild/moderate i.e not very severe) and posthitis (*foreskin starts to get inflamed after a few minutes of retracting foreskin when I'm hard, I've had this for about 1-2years, probably because of phimosis*). I mostly did prone masturbation (*which I have decided to never do again since I understand the dangers now*), and only occasionally masturbate normally (*only once every few weeks*), and no sex. I had my frenulum tear about 4 weeks ago seemingly for no reason, which then re-tore about 2 weeks ago (*Note: The first frenulum tear I had was about an year ago when I pulled my foreskin down too hard while masturbating*). The tear healed in a very awkward way this time, I now have this distorted frenulum line extend abnormally on my penis glans. My penis started feeling very sore and uncomfortable about 3 weeks ago. The soreness/discomfort didn't just occur around the frenulum tear but in other parts of the penis too. To me it seems that the soreness isn't caused by the frenulum tear, but instead, something else is the cause for the tear and the soreness. I'm worried that it might be something serious like penile cancer. I will be booking a phone appointment with my GP tomorrow. What's the best way to describe to my GP, the look of this "lumpy line growth on penis glans"? And do you think this is serious? I am not in my primary address right now so I will not be able to give them urine sample etc if they ask for it (*local GP not accepting external patients due to Covid*). I'll only be able to go to my primary address next weekend since it's about 7 hours drive from where I currently am. If you think this is serious and need urgent attention, I'll take a sick leave and travel there pronto.
