We told me that was normal irritation.
Is it most of the time painless?
Looking at the photo I would suggest you have sufficient concern to see a Dermatologist - I would suggest you go to one of the Larger GU Medicine or Sexual Health Service facilities in the area in which you live.
I would suggest you would need to see a Dermatologist who specialises in Genital Skin Disorders to have what is going on resolved.
In terms of washing, it all depends what it is that you are washing your penis with - the ONLY safe thing when issues like this is WATER and to be fully and carefully dried afterwards
it looks like some sort of skin rash. does it itch at all? i would recommend having it looked at by a urologist or a dermal doctor. they may be able to prescribe an ointment or cream to help with the irritation.
do you think using hydrocortisone would be a good move? I dont want to see a doctor unless absolutely necessary
You need a GU Medicine or Sexual Health professional to define what would be an appropriate medication as given the wrong circumstances you could end up making this worse than it is now
