Don’t worry. It’s a very common thing. It should release from that place on its own within a couple of years as you are young.
But still, I would say consult a urologist. It is a very minor procedure that takes hardly 5 min to release the foreskin. Alternatively the doctor might prescribe a cream which is to be applied and massaged.
Don’t ever try to forcefully detach the foreskin.
