It sounds like you self-diagnosed and treated what you suspected were penile warts.
The appearance you have of the skin on the head of the penis is usually down to what the skin is regularly exposed to. So if you think of it like this, when we are born, thankfully most of us have perfect penile skin. Then over the years the skin is regularly exposed to soap and other body wash, when we mature often young men put baby oil, or skin cream or stuff like that for masturbation, or these or lubes for sex.
Eventually the skin grows intolerant of all this stuff and make the skin look really rough, some develop different forms of dermatitis or even quite severe skin conditions.
So the issue is down to removing all the stuff that shouldn’t be there in the first place - wash the penis with water only, and make sure it is completely dry afterwards, and eventually, and I mean upwards of 6 months plus, the skin can begin to look as it naturally would, given no other exposure to potential irritants, of course.
