The second picture is from under the head, where there are multiple red bumps. I thought it could possibly be balanitis because the tip of my penis is a greyish colour and the skin seems to be a bit loose. There are multiple ridges and blotches of skin on the head of my penis that also seem to be a concern. Is there any problem or am I worrying for no reason?
The multiple bumps are most likely Pearly Penile Papules (PPP)
From photo 1 I would generally say that the condition of your penile skin is quite poor - unfortunately much of this can be explained if you were circumcised as an infant
