My penis looks different than usual

After I got out of the shower this morning I noticed that my penis looked different. It had these small little slightly discolored bumps/spots it also seemed that my foreskin was fatter or like puffier. I'm 17 and I have not had sex so i have no clue whats going on or should i be worried or not. please help!

Does your meatus have any spots? How about when you retract your foreskin? Any bumps or spots around your urethra?

when i pull back my foreskin it looks how it usually does. The bumps/spots are on the foreskin its self not like the glands of the penis.

So if you have not had sexual contact of any kind it is almost impossible that you have a problem issue.
Looking at ALL of your posted photos the development you have going on may be a little unusual - but, that is exactly what you have going on, the natural development of YOUR penis - every penis is different, only your development looks different to what most would be for your age.
The general rule is if you do not have a problem going on, then, don’t try to fix it.
What it looks like you have is a skin adhesion from your foreskin to the head of your penis.
Depending on the amount and the pressure you apply to your penis during masturbation, it could be this that has caused you the swelling, puffier appearance …
