had some pretty rough sex last night, and I was wearing a condom. I think the combination of friction and the lube in the condom might have irritated my sebaceous glands, but I’d like some different perspectives. could it be genital warts or herpes maybe?

As you suggest, it is likely that you have irritated, with the condom, what was naturally present on your penis. Things should settle down again within a few weeks.
If you are likely to be having regular sex using condoms try to find a one of good quality that does not cause you irritation. For example, if you have previously used condoms that have not caused problems go back to using that brand and type again
