Painful sores that keep coming back (pics) - herpes?

I noticed these 2 days ago. This is the 4th time these come back in the past 6 months. Looks like herpes? Uncircumsized, all on the edge or inside foreskin. Sharp pain. First time took 2-3 weeks to heal. I've scarring in skin from the first time. No fever or cold like symptoms ever.
