Part of foreskin adhered (or stuck to glans)

Hi I am 15 years old and my penis has this same exact problem, It looks exactly like the first picture and when im soft, its easier to pull back and i can do it exposing my pretty much my whole glans but im but I am scared to go any lower because of the risk of paraphimosis. While I'm erect, it is harder to pull it back and it sort of ring like in the first picture so idk if its my adhere ir paraphimosis. Basically, while I'm soft, I can pull my foreskin pretty much all the way down but I'm to scared to do it while erect. These are three questions I have 1. What stretches can I do to solve this? I dont think I need to do phimosis stretches because my foreskin only feels slightly tight when it erect, so which stretches can I do specifically for the adhered part? 2. Should I wait till after puberty (around age 18) to worry? Idk if I should because I've read online that I should but idk if I should wait or not. 3. When I pull back my foreskin, It looks exactly like the first picture but with a little less skin still "stuck" so is that considered paraphimosis or my adhere? Any help would be very much appreciated!

Also, so I tried to pull my foreskin a little bit more down and this has caused me to get even more nervous because as I pull down my foreskin, the skin on the adhered part starts to get sort of like veiny, is this normal?

Brian, at your age this is completely normal to have issues like this. And no, you should not do anything in particular until you think this is still an issue when you are around 18 YOA.
In the mean time you can continue to pursue your explorations of your foreskin: try ways in which you can do this without having a full erection, that is, when you are pulling your foreskin all the way down. For example. try ways in which you can have a partial erection without becoming fully hard.
For paraphimosis there is one technique you need to learn about in case you need to put it into practice: when you feel pain when you have an erection and the head / glans of your penis is partly or fully exposed, or the foreskin seems to have got stuck and is starting to swell up - then grab the head as hard as you can between thumb and forefinger and the erection will immediately be lost. And yes, even this can be severely painful for 2 to 3 seconds, but at least it is far less painful to do this than it be permanently stuck and need to go to A&E to get it released.
It is best to practice this when you have a partial erection, and, do not use full-pressure, so that should you need to do the technique ‘for real’ you will know the kind of pressure you need to apply and what will likely happen.
Without seeing the photos it is also common for someone of your age to have adherences, skin tags or skin over-growths that will in-time release themselves. I would not see this or these as problem issues until you are 19 YOA if you still have them then.
And yes, you can do stretches if you wish: here are a couple of examples you can try when you are NOT erect: draw the loose skin of the entire shaft of your penis towards the base and hold it fairly tightly there and count two seconds and then release. The other is that your draw the loose foreskin as far forward as you can, but without causing yourself any pain, again hold for 2 seconds and release.
So the principle with any stretch is that you are getting the skin on your penis to become more used to being stretched and this in-turn will develop the suppleness and elasticity, particularly in your foreskin.
As with any physical or gym exercise you start real easy to get the hand of what you do until it feels about right, without problems, then you increase the amount of time you hold the stretch, and the amount of repetitions that you do. When you become very comfortable doing the stretches you can then practice them when you are partly erect - but I would suggest you do them when you are not erect for about 4 months or so, before you try this.
As I say, for your age you should not be taking stretching too seriously - I would say if you work towards doing 10 to 15 repetitions in the next YEAR, that should be sufficient. Also the time you hold the stretch should not exceed 10 seconds - I would say for most stretching holding between 4 to 6 seconds is all you need work towards.
