The photos are not at all clear, however, from the small detail you have provided suggest the skin on the head and foreskin of your penis is severely irritated and distressed. NO, you should not get circumcised, with the right form of medication, AND if you use it correctly you can cure the problem you have. Circumcision would not deal with the skin problem on the head of the penis, that would still need the correct medication. . Have you seen a Medical Professional such as a Doctor about this? The best specialist for you to see would be a skin specialist, a Dermatologist. What country do you live in? Can you get access to a dedicated Sexual Health Service?
