Penis bumps

I'm 17 years old I have had these bumps on my penis since I was about 11. They don't itch or hurt or anything like that they just look bad. When I was 12 there was not as many bumps but they seem to spread over the years.I have never had any type of sex including oral so if it's an STD, I have no idea how I would have got especially since they first appeared when I was around 11. This makes me believe it's unlikely it's an STD. They are on the head of my penis Is it possible it something like Fordyce spots. Is there a reason they would spread? Thanks for the help
