Penile cancer is very rare. This looks like it may be vitiligo or another immune issue. Is it localised to the foreskin only? Perhaps balanitis. What does it look like underneath the foreskin and around the shaft/frenulum? Are you able to retract the foreskin with ease? Any sensation change with masturbation?
It is only on the foreskin, theres no change under, i can retract the foreskin with ease.
