Penis exposed to a counterirritant. It has been painful for about 3 months now. What should I do?

Sorry for any grammar mistakes or if this is difficult to understand. English is not my first language. One day, my crotch felt achy and my stupid past self decided to use a counterirritant near my penis and of course my penis glans exposed to it (I'm circumcised). To add to the injury (pun intended), I didn't wash it immediately and continue to do what I was doing then fell asleep. Waking up the next morning and I got a morning erection, my penis left side that were exposed to the counterirritant felt very painful. So I chatted with dermatologist via online since direct consultation is not possible because of COVID-19 and he gave me some medicines but it didn't work. After lockdown restrictions was reduced, I was able to see GP and given some medicine. It didn't work out. Then, I met with directly with dermatologist twice and they didn't work out either. My last consultation was on 5th July and he (dermatologist) gave me some cream and soap to use it for one week then stop. And the time of this writing, it has been two weeks since then and things still haven't got any better. I have suffered this for 3 and a half months now and my penis doesn't show any signs of improvement. Now, the heavily exposed side is still red and scaly(?), my left side of penis glans is swollen, the glans skin is brown and very sensitive, and there are red under the glans. I feel the pain in the heavily exposed side almost every time now. My mental health has been deteriorating and I have been considering suicide for a while. I'm still young (22 years old) and I can't stand to live for the rest of my life with this injury. This injury also affected my daily life so much now. I'm not from a wealthy family but if a surgery is needed for this, I won't hesitate to spend my savings. I hope this still can be treatable and not a permanent injury. I don't know what else to do now and very much in need for your kindness to help.
