Looks like possible balanitis or balanoposthitis.
You would need a clinical diagnosis due to so may conditions being similar leading to phimosis. If it gets worse or you’re not able to get the foreskin back or get underneath to wash, then go to emergency room. For now, looks like balanitis.
Make sure you wash with water or emollient only (no soap) and use lubrication for sex and masturbation.
