If you search for the typical symptoms of penile cancer I think you will find images / photos that look nothing like this.
However, I have seen photos of something similar before, one possibility is that it is a type of penile cyst, the other I have forgotten the details of to describe to you.
You need to see a Urologist to get this correctly identified and potential treatments put in place …
