Penis Skin White Dry Skin - STI or else ?

Hello Everyone, thanks for your help in advance !

I have this dry skin on my penis. It has been happening for quite a while and I can figure out what it is :( From looking online it seems to say either dryness or STI like yeast infection, balantis, ..., but I can't find any picture that looks similar. Any advice ?
