Help your penile skin by not applying soap or shower gel or any other form of body wash to it - the problem may have been made worse by the regular presence of moisture in the area, you need to wash after urinating or sex or masturbation, or shower then make sure the entire top part of your penis is completely dry.
And yes, I would still go see a Dermatologist - you need medication to help you distressed skin to recover

You do not need to be afraid - what you require is the right medical professional to deal with this as soon as possible, that person is a Dermatologist.
Contact your own GP / PCP / Family / Regular Doctor for initial treatment and a referral to Dermatologist or contact or attend any GU Medicine Service such as a GUM Clinic if you live in the UK - these are based at General Hospitals
