I had phimosis. My foreskin was too tight.
I did stretches and now when I retract the skin on an erect penis, it comes down and stops at the edge of penis head. When it stops, it hurts a little bit. Head is fully exposed, but it starts to hurt a little bit.
Will I have a problem during sex? with or without condom.

my guess is if you experience pain now . you most def get some pain while having sex .
doesnt mean you cant have sex tho .

You may need to always do stretches of some sort for the foreseeable future - once you have got to the point where you no longer experience pain I would still do at least one of the exercises you have used for some time afterwards,
Also, I would recommend you get some Aloe Vera Gel or some liquid Coconut Oil and use this too to help with the stretching process - one simple stretch you could always do from no on is simply to draw your foreskin as far forward as it will go before you experience any pain. As time progresses, you should find that you can slightly increase the amount of pressure you apply - by doing all these things will ensure your foreskin has sufficient elasticity to enable full exposure of the head without pain.
