Those pictures look very different from what you posted on the other thread. I wouldn't be worried about the red swelling at the tip (meatitis) if I were you, but I would be concerned about the phimosis, and what look like black marks and scarring.
I'd see a doctor if I were you. You could either see your GP, or if you're in the UK, you could go to a genitourinary medicine (GUM) clinic - google "GUM clinic near me" for details.

it went away just by cleaning with mu hand so its nothing
