Pimple-like bumps on penis and balls. Sebaceous glands or something else?

I’ve had these bumps for maybe 2 years, have never had them checked out. Im not sure whether I would say they are itchy - sometimes I itch my penis but it isn’t severe or extremely common, I don’t feel the need to itch all the time and when I do itch it is briefly and isn’t aggravated by scratching like a bug bite would be.

I have squeezed some of them in the past as if they were pimples - although most don’t have enough pressure in them to break the skin when squeezed.

Some of the bumps very clearly have hairs coming out of the same spot - but others appear to be hairless.

I would appreciate any help greatly.

It could be a bacterial infection, but I do know that Fordyce spots don’t have hairs in them.
Fordyce spots are sebaceous glands without a hair follicle, and the lack of a hair follicle is what makes them stand out.
