You are referring to the larger bump in the middle of the base of the shaft of your penis I take it? There are several things this could be, the most common one is a blocked skin pore and this has caused a slight infection. The other common thing to occur is that a hair can begin to grow the wrong way, inwards, rather than outwardly.
