These look like fordyce spots to me. They are completely harmless and most post-puberty women have them. They’re basically little bumps that contain the oils from your skin…
If you are upset with how they look, there are cosmetic options to have them removed.
But again, it looks completely normal and most women have them.
For me personally, to reduce the whitehead appearance, I gently squeeze the stuff out.
