For months I have had these bumps on the underside of penis on circumcision scar line. Also running from my sack up to the bumps is discolored skin and what i would describe as what looks like raised lines. Anytime I have sex my penis is red and splotchy all over. I have looked at herpes but they havent spread OR turned into blisters, and I have looked at HPV. Any help would be very much appreciated because I do not have insurance for the next year.
