i got a swab back in the march for something similar but it came out negative. i then took a blood test at my local hospital 5 weeks later after possible initial infection and it came back negative. but now i have this again

the spots look like Fordyce spots, it looks like you have a white discharge from a yeast infection, get that cleared up and the spots settle down
