I noticed these bumps and redness on my inner labia a month ago. They seem to be getting worse and it's slightly itchy. I have never had sex. I am not sure if I have a yeast infection or if it is normal discharge. Outer lips are also very red and irritated.

You say you’re a virgin, so an STD is unlikely. The bumps you’ve noticed are simply vulval glands that have become inflamed/swollen. And the reason for this is likely to be thrush (Candida), a common yeast infection (Google).
Have you tried self-medicating for thrush? Just go to any good drugstore/chemist/pharmacy and ask them for thrush treatment. A popular brand and product is Canesten Thrush Combi; but if you are a virgin inserting a pessary (vaginal tablet) is going to be uncomfortable. Instead ask for an oral fluconazole capsule and some Canesten cream. Once the thrush clears you should start to see the redness and swelling in the photo settle.
