I think you have a combination of things in this area: you most likely have a penile Lymphocele under the level of the skin, on the surface you have likely scratched the top of a Fordyce Spot or perhaps 2 or several.
Unfortunately Lymphocele take their own time to heal as long as you do not irritate it further.
Abstain from sex or / and masturbation until it is gone, do to not scratch the surface level of the skin …
