My mom has been itching on her thighs and sometimes under her boob. I tried giving her acyclovir but she said it didn't help and that not wearing an underwear helps more. what could this be?

How long is a while? Did they change appearance in that time? If they have remained largely unchanged for weeks or months, and never became blisters or sores in that time, it's not herpes. Herpes does not persist unchanged for ages.
