I've not heard this term. In what context have you heard it? I've heard of DWP phoning people to check that they have the correct bank account details before making the first payment of benefit so I suppose it could be this but I'm not certain.
Hi, guessing soeone needs some help from social services and they are assesing if you have to pay, and how much you can afford. Hope that helps, its all I can think of.
