Problems with wiping after pooping.

Sometimes when wiping, nothing will be there, other times when wiping, it'll not go away, and i'll be there wiping and wiping until i get bored and give up.

The times when I wipe and wipe, i get off the toilet and my anus itches like crazy, i itch it, this leads to pain which then goes within afew hours.

what should I do?

Sounds like classic hemeroids. Try a Preporation H product to relieve the ithcing. I have had this problem on and off for years.

Along with the Prep...H, try changing your toilet paper and use baby wipes to see if that gives you some relief.  Don't flush the wipes tho.
