I've had this condition for nearly 4 years but been too embarrassed to talk about it they are painless and slightly raised need help identifying what I have

What age are you now? I wonder whether you have had any level of circumcision, or had any part of your foreskin removed?

I am 21 and yes I am circumcised

So yes, the development of these fits with the natural sexual maturation process.
What has most likely happened is that the normal development of these has been disrupted by the circumcision - they would look like normal Fordyce Spots or sebaceous glands if you had not been circumcised I would suggest.
