I've had this rash !
I've had this rash on glans for a week now and was preceded by severe itching. No penile discharge or pain but some foul smell which I've never had. no pain on urination. Only thing I did was get an oral from a person 2 weeks ago after being sexually inactive all my life. I am uncircumcised. Is this candidal balanitis or something else? I am dreading to think about the possibility of genital herpes.

This is not herpes but thrush (candidal) balanoposthitis. Herpes would have been painful, thrush is itchy. Try applying some Canesten (clotrimazole) cream twice a day for a week or so.
