Recurrent Sores Under Foreskin

I've had recurring sores for the last 2 years under the foreskin of my penis, just underneath the head. It first happened during receiving oral sex. Doing nothing differently, it suddenly became extremely painful and had to stop. It was on one side, and was like the skin had cracked and it created a sore. It then did the same on the opposite side, which ever since has been the worst side. It flared up after I had Insertive anal sex without lube (I have male/male sex) I went straight to the GUM clinic, had swabs and tests. Everything came back negative. I have tests every 3 months, not had anything sexually transmitted since the problem started. I went to the GP, they took swabs and no cultures grew - nothing bacterial or fungal. It keeps flaring up, and it's always a result of sex. There's s a constant 'ridge'/fold of skin (only way I can describe it, as pictured). If that ridge is irritated, it becomes inflamed and almost creates an ulcer, which is extremely painful to the touch. It's painful to even gently bathe with warm water (I don't use perfumed or fragranced bodywash). I was prescribed Timodine in March after a flare up, but probably didn't use it effectively or long enough (I left cream on the surface instead of rubbing it in). The latest flare up happened last weekend as a result of 4 consecutive days of sex, the first instance being anal without lube. I think because it's always a result of friction and they haven't appeared for no reason things like penile cancer can be ruled out (still worried though). I'm almost certain it's external cosmetic damage as opposed to an infection of some kind. I was prescribed Betanvate on Wednesday but after 4 days of use it wasn't improving, so I'm back to using Timodine now (although very painful to put on) and rubbing in gently until the cream disappears and after 1 full day of use I think I can see a very slight improvement. The images below show the ridge of skin just after inflammation and it's current state this morning after a week. I have googled all penis conditions and cannot find a match to anything image wise. I looked at the Timodine leaflet yesterday and they said it was treat Intertrigo, and after googling that and from the description that's the closest match to my condition. Any help appreciated. It's painful and I'm miserable.
