The medical description for what you have would probably be best described as Balanitis - although giving it a name is not often particularly helpful, it is the cause that needs identifying before you can start to cure what you have going on …
So, what we need to look at is what you have going on, on a regular, or recent basis:
are you sexually active? have you had unprotected penetrative sex, particularly with a new, or irregular partner?
What penile hygiene practice do you have? Do you expose the head of the penis every time you take a shower and wash it with water only?
Do you have severe skin conditions elsewhere on your body?
Have you tried any medications on this such as an antifungal cream?
Do you often apply lots of different things to your penis head and foreskin such as lubes, baby oil, skin cream, moisturiser, or frequently use condoms? Perhaps you have recently changed condom brand?
Perhaps after sex, or you have masturbated, you do not clear the ejaculate or pre-cum from the head of your penis straight away? - perhaps this may not be fully achieved until the following morning?
