The bumps are a natural part of your penis - you have them more distinct than I have seen before.
The difficulty may be puzzling out why this is worse at some times than others.
What I would suggest is that you need to go back to basics including using the right approach and methods for good penile hygiene.
What you need to do is to wash with water only as often as you can when you have urinated, or at least, you have wiped urine residue from the head of your penis with a paper tissue or toilet tissue.
You must stop applying the lotion, and instead, get yourself some Liquid Coconut Oil that is for use on skin rather than hair.
Showering is something you need to get right: NEVER apply soap or body wash such as shower gel to your penis. Cover the head of your penis with your foreskin by drawing it as far forward as you can - then wash everywhere else on your body and fully rinse. Fully rinse any residue that has drained into your groin and genital region - then expose the head of your penis and use the running shower water, the inside of your hand and fingertips to clean the head and entire penis with. NEVER expose your penis to hot water.
Carefully fully dry your penis particularly the head and inner-foreskin with a clean dry towel that only you use.
You can then apply a very light coating of Coconut Oil after you have showered and dried yourself. You can apply every other day I would suggest.
Essentially, what you naturally have on the head of your penis is being irritated more than it should - to change this around takes putting in place what I have stated consistently from now on.
NOTE: The general appearance of the skin on the head of your penis will actually take a great deal of time to look healthier than it is now, so you may even think nothing beneficial is actually taking place - you need to give the approach I have detailed time to have beneficial impact, and in terms of appearance only, this can take way in excess of a year or even longer to bring about
